    Designing Scholarships To Improve College Success: Final Report On the Performance-Based Scholarship Demonstration

    Performance-based scholarships have two main goals: to give students more money for college and to provide incentives for academic progress. They are designed to reduce the financial burden on low-income students and help them progress academically by offering financial aid contingent upon meeting pre-specified academic benchmarks. The scholarships are intended to cover a modest amount of students' educational costs during the semesters they are offered -- generally between 15 and 25 percent of students' unmet financial need, the difference between students' calculated financial need to attend college and the financial aid they are awarded. The money is paid directly to students, on top of their existing federal and state need-based financial aid, and the students themselves decide how best to use the funds. MDRC launched the Performance-Based Scholarship Demonstration in 2008 to evaluate the effectiveness of these scholarships for as broad a range of low-income students as possible, in a variety of settings, and with varying incentive structures. As such, the evaluation includes more than 12,000 students in institutions across six states to test different performance-based scholarship designs. These results show that even relatively moderate investments in low-income students' education can have modest but long-lasting impacts on their academic outcomes. These findings may be especially relevant to states, institutions, and private scholarship providers seeking purposeful and efficient ways to give low-income students additional financial aid that can also help them succeed academically

    A Patient-Centered Approach to Hemodialysis Vascular Access in the Era of Fistula First

    The primary vascular access options for the hemodialysis population are arteriovenous fistulas (AVF), arteriovenous grafts, and cuffed central venous catheters (CVC). AVFs are associated with the most favorable outcomes with respect to complications, interventions required to maintain functionality and patency, and overall cost. These population-based outcomes, in conjunction with the efforts of the Fistula First Breakthrough Initiative, have propelled the prevalence of AVFs in the US hemodialysis population. While this endeavor remains steadfast in assuring the continued dominance of this policy for AVF preference, it fails to take into account a subset of the dialysis population who will fail to see the benefits of an AVF. This subset of patients may include the elderly, those with poor vasculature anatomy, those with slowly progressive CKD who are more likely to die than progress to ESRD, and those with an overall poor long-term prognosis and shortened life expectancy. Thus, in an effort to avoid numerous unnecessary surgical and interventional procedures with minimal to no gains in clinical outcomes, an individualized patient approach must be adopted. The Centers for Medicare and Medicaid Services–instituted quality incentive program is designed to reward high AVF prevalence while also penalizing high CVC prevalence. The current model is devoid of case-based adjustment, thus penalties are disbursed to dialysis providers in accordance with a “one-size-fits-all” fistula only approach. The most suitable access for a patient remains the one that takes into account the characteristics unique to the individual patient with a primary focus on patient comfort, satisfaction, quality of life, and clinical outcomes

    A second-generation high speed civil transport: Stingray

    The Stingray is the second-generation High Speed Civil Transport (HSCT) designed for the 21st Century. This aircraft is designed to be economically viable and environmentally sound transportation competitive in markets currently dominated by subsonic aircraft such as the Boeing 747 and upcoming McDonnell Douglas MD-12. With the Stringray coming into service in 2005, a ticket price of 21 percent over current subsonic airlines will cover operational costs with a 10 percent return on investment. The cost per aircraft will be 202millionwiththeDirectOperatingCostequalto202 million with the Direct Operating Cost equal to 0.072 per mile per seat. This aircraft has been designed to be a realistic aircraft that can be built within the next ten to fifteen years. There was only one main technological improvement factor used in the design, that being for the engine specific fuel consumption. The Stingray, therefore, does not rely on technology that does not exist. The Stingray will be powered by four mixed flow turbofans that meet both nitrous oxide emissions and FAR 36 Stage 3 noise regulations. It will carry 250 passengers a distance of 5200 nautical miles at a speed of Mach 2.4. The shape of the Stingray, while optimized for supersonic flight, is compatible with all current airline facilities in airports around the world. As the demand for economical, high-speed flight increases, the Stingray will be ready and able to meet those demands

Hence, the building type responsible, a waste recycling facility, that looks to identify and address the needs that these individuals require to safely carry out their pivotal role within the setting of Arlington Landfill in Port Elizabeth. Therefore, this treatise looks to uncover and bring to light a day in the life of a waste picker, through an architectural intervention seeking to become more than an object on the landscape.     Web Honeypots for Spies

    This paper appeared in the Intl. Conf. on Computational Science and Computational Intelligence, December 2018, Las Vegas, NV, USAWe are building honeypots for document-collecting spies who are searching the Web for intelligence information. The goal is to develop tools for assessing the relative degree of interest elicited by users in representative documents. One experiment set up a site with bait documents and used two site-monitoring tools, Google Analytics and AWStats, to analyze the traffic. Much of this traffic was automated (“bots”), and showed some interesting differences in the retrieval frequency of documents. We also analyzed bot traffic on a similar real site, the library site at our school. In nearly one million requests, we concluded 64% were bots. 46 did identify themselves as bots, 40 came from blacklisted sites, and 12 gave demonstrably false user identifications.Naval Postgraduate School Foundatio
